Abstract

Non-formal education plays a strategic role in expanding educational access for school
dropouts by providing flexible, inclusive, and learner-centered educational services. Although
numerous studies have examined the role of non-formal education, their findings remain
fragmented and have not provided a comprehensive understanding of its contribution to expanding
educational access. Therefore, this study aims to synthesize previous research findings on the role
of non-formal education as an alternative approach to expanding educational access for school
dropouts. This study employed a Systematic Literature Review (SLR) following the Preferred
Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. A literature search
was conducted using Google Scholar, ResearchGate, and other relevant academic sources with
appropriate keywords. Articles published between 2020 and 2025 were screened based on
predefined inclusion and exclusion criteria, resulting in 20 eligible studies for analysis. The data
were analyzed using content analysis through thematic identification, categorization, and synthesis
of research findings. The review revealed that non-formal education significantly contributes to
expanding educational access through equivalency education programs, life skills development,
flexible learning systems, and community empowerment initiatives implemented by institutions
such as Community Learning Centers (Pusat Kegiatan Belajar Masyarakat/PKBM), Learning Activity
Centers (Sanggar Kegiatan Belajar/SKB), and Course and Training Institutions (Lembaga Kursus
dan Pelatihan/LKP). In addition to providing a second chance for education, non-formal education
enhances vocational competencies, learner independence, and opportunities for further education
and employment. However, its implementation continues to face several challenges, including
limited funding, inadequate educator capacity, and low public recognition of non-formal education.
Therefore, strengthening educational policies, improving institutional quality, and fostering multistakeholder
collaboration are essential to optimize the role of non-formal education in achieving
equitable educational access for school dropouts.
