Abstract

This study analyzes the role of educational optimization in developing the Human Capital
Index (HCI) within the policy framework of the Coordinating Ministry for Human
Development and Cultural Affairs (Kemenko PMK). Using normative legal research with
statute, conceptual, and policy approaches, the study examines secondary legal materials,
including regulations, government policies, and relevant theories. The findings show that
education serves as a strategic investment to enhance individual productivity and national
competitiveness. However, Indonesia still faces structural challenges such as unequal
access, particularly in disadvantaged regions, low PISA scores, and weak data-based policy

synchronization. Although Kemenko PMK has initiated progressive steps through crosssector
coordination and programs like BOS, PIP, and vocational revitalization,
implementation gaps, regulatory overlap between sentral and local governments, and lack
of integrated monitoring systems remain significant obstacles. The study concludes that
optimizing education not only improves HCI but also supports sustainable human resource
development. Strengthening regulations, harmonizing policies, and adopting evidence-based
evaluation systems are essential to achieving equitable and sustainable development
goals in Indonesia.
