Abstract

Digital transformation has encouraged non-formal education to adopt more innovative,
adaptive, and inclusive learning strategies to address the evolving needs of society. This study
aims to identify and synthesize innovative strategies implemented in non-formal education
programs in the digital era and to examine their contributions to improving learning quality and
community empowerment. A Systematic Literature Review (SLR) was conducted following the
stages of identification, screening, selection, and synthesis of the literature. A total of 20
empirical studies published between 2020 and 2025, retrieved from academic databases
including Google Scholar, ERIC, and ResearchGate, were analyzed using thematic analysis. The
findings indicate that innovative strategies in non-formal education include the integration of elearning,
interactive learning media, online learning platforms, community-based digital literacy
programs, and digital marketing to expand educational access and increase learner
participation. These strategies not only improve learning quality but also enhance twenty-firstcentury
skills, strengthen community economic capacity, foster social networks, and contribute
to achieving the Sustainable Development Goals (SDGs), particularly SDG 4 (Quality
Education) and SDG 5 (Gender Equality). The successful implementation of these strategies
depends on digital infrastructure readiness, educators' competencies, institutional management
capacity, and multi-stakeholder collaboration. This review highlights that digital innovation is a
strategic driver in strengthening the role of non-formal education as an instrument for lifelong
learning and sustainable community empowerment.
